The Hoover Dam was funded in 1928, construction started in 1931 and it was opened in 1936. That’s the definition of shovel ready. Obama got his stimulus bill and found he could not spend it for infrastructure and acknowledged “there are no shovel ready projects today”.  In typical Obama fashion he just quit and spent the money for political benefits.

 

Trump, on the other hand is doing something to fix the problem. The problem, being NEPA, the National Environmental Policy Act. The 1970 Act requires an environmental study of any major project that involves federal funding or permitting.

 

Democrats say they want to fund projects to improve infrastructure but are not willing to fix the NEPA issue that allows environmentalists from blocking the projects indefinitely. Here’s the classic example. Remember this?

 

TC Energy Corp. plans to begin pre-construction work on the Keystone XL oil pipeline next month, moving the long-delayed project forward even as opponents continue to fight it in court.

Heavy construction equipment will be moved to worker campsites and pipeline storage sites in Montana, South Dakota and Nebraska in February, the Calgary-based company said in a filing with the U.S. District Court in Montana on Tuesday. TC then plans to start building the part of the conduit that crosses the U.S.-Canada border in April.

The filing shows that TC Energy is pushing the $8 billion project forward despite continued opposition from environmental activists and some landowners. The pipeline is still tied up in a legal battle in Montana, and the company noted that it needs additional authorizations and permits to build the border-crossing segment.

The 1,200-mile (1,900-kilometer) pipeline would help carry 830,000 more barrels of crude a day from Alberta’s oil sands to U.S. Gulf Coast refineries, easing a pipeline shortage that has hurt Canada’s oil industry. Environmentalists have opposed the project, arguing that it would contribute to catastrophic climate change by allowing more oil production.

TC Energy rose 0.3% to C$68.96 in Toronto on Tuesday. The shares have advanced 28% in the past 12 months, compared with an 8.5% gain for the S&P/TSX energy index.

Wall Street Journal reports Trump is proposing changes to NEPA for first time in 40 years. He would max to two years and 300 pages. From 2013 to 2017 the average final impact statement took more than four years and ran 669 pages. The classic was a 12 mile expansion of I-70 in Denver. The report was 8,951 pages and another 7,307 pages of  appendices and took 13 years.

The Democrats are up in arms over the Trump proposal. The typical response by Pelosi “This means polluters will be right there next to the water supply of our children”.

Guess who was standing next to Trump at the White House when he announced this plan: Sen McGarvey, head of North America’s Building Trades Unions.

The Democrat Party has run out the string. They can no longer belong to over zealous environmental interests and pretend to support the working people and the poor. Destroying all blue collar jobs and pushing $10 gasoline while blaming everyone but themselves is over.

Trump will push this through and the infrastructure will get moving and the jobs will follow and he will pound the Democrats properly for what they are.

    Remember that it took only 8 months to build the Alcan Highway from start to finish.
    Also remember that the man in charge was Southern and very racist and kept Negros and Caucasians separate. An amazing fete.
